Dave likes to learn, to teach, to create, and to win. With his name in the strategy, writing, and management credits of over 300 proposals since 1993, he’s become a nationally recognized expert in methods to effectively capture business in managed health care. Dave’s contributions to winning procurements for various contract services and populations in Medicaid, Medicare, and TRICARE have netted clients millions of new members and billions of dollars in revenue.

Dave’s talents are most evident when he guides you to the vision of how a proposal or process should be for your organization – and when he can devise simple, pragmatic solutions to complex problems that often come up along the way. Dave is the one you want at the whiteboard when a discussion lacks clarity, the solution is not obvious, and when things are complicated.

As founder, Dave leads Optimetra’s executive team toward continuous growth and success. He is a key consultant on select high-profile engagements and provides guidance wherever the work needs it. Dave has 36 years of experience in developing and managing complex documents and proposals. He enthusiastically shares that knowledge across the firm to ensure that, no matter who is consulting, you get the best possible outcomes.

My favorite projects are those in which I can learn, contribute, respect, and be respected in equal measure. I want to be challenged to learn – many of my favorite projects are ones in which I started out not clearly knowing what to do. Outright fear of not fully understanding motivated me to identify my knowledge gaps, conduct research, read voraciously, and ask good questions. I want to add value through my contributions – applying my skills across technology, communications, design, process engineering, and project management disciplines to translate between members of the team, solve problems, offer new ideas, and clarify thinking.

I want to work with a team that I respect – clients and Optimetra staff and associates that are smart, creative, and engaging, and that maintain a sense of humor in the face of the serious problems we have to solve. In return, I would like to be respected – treated in a friendly, cooperative, and understanding way; acknowledged for the contributions that add value; treated fairly and reasonably if someone believes that I have let them down.

I’ve had the good fortune to find all four of these characteristics on many engagements with many clients. Having them doesn’t guarantee success, but does improve the odds; moreover, everyone learns and grows along the way, building capability for the next challenge.
